Preheat oven to 350 degrees. Cut a sheet of parchment in half and place one half horizontally over a lightly buttered 8 x 8 baking dish and the other half vertically, making sure that it lies evenly. Set aside.
To prepare the crust, using a mixer, cream butter and sugars together until light and fluffy. Add flour and salt and mix until blended. Mixture will be very crumbly. Transfer dough to baking pan and with the back of a measuring cup, a spatula, or your hand, press dough evenly into pan. Place in oven and bake for 20-25 minutes until edges are golden brown. Meanwhile, prepare the topping ingredients.
Remove pan from oven and quickly spread the chocolate chips over the crust. Let sit a few minutes and then spread evenly with an off-set spatula. Sprinkle with nuts, toffee bits and salt. Allow to cool for 1 hour. If not set when ready to cut, place in refrigerator for 15 minutes or so until set. Cut into bars and serve.
